ಹಿಂದೀ ಹೇರಿಕೆಯ ಹೊಸ ಮಜಲು: ಸಹೀ ರೀ ಸಹೀ!

ಭಾರತದ ಸಂವಿಧಾನದ ಆಶಯದಂತೆ ಎನ್ನುತ್ತಾ ಆಡಳಿತ ಭಾಷಾ ಇಲಾಖೆಯನ್ನು ತೆರೆದು ಅದರ ಮೂಲಕ ಕೇಂದ್ರಸರ್ಕಾರಿ ಕಛೇರಿಗಳಲ್ಲಿ, ಕೇಂದ್ರಸರ್ಕಾರಿ ಸ್ವಾಮ್ಯದ ಉದ್ದಿಮೆಗಳಲ್ಲಿ ಹಿಂದೀ ಹೇರಿಕೆಯನ್ನು ನಡೆಸುತ್ತಾ ಬಂದಿರುವುದನ್ನು ನಾವು ನೋಡುತ್ತಲೇ ಬಂದಿದ್ದೇವೆ. ಈ ಬಾರಿ ನಾವು ನಿಮಗೆ ಹೇಳಲು ಮುಂದಾಗಿರುವುದು ಈ ಹೇರಿಕೆಯ ಇನ್ನೊಂದು ಮಜಲನ್ನು.

ಕೆಲಸಕ್ಕೆ ಹಿಂದೀ ಕಡ್ಡಾಯ!

ಹಿಂದೀ ಬರದೇ ಇರುವವರಿಗೆ ಕೆಲಸ ಸಿಗುವುದಿಲ್ಲಾ ಅನ್ನುವುದನ್ನು ಹೇಳೋ ವಿಧಾನವೆಂದರೆ ಹಿಂದೆ ರೈಲು ನೇಮಕಾತಿಯಲ್ಲಿ ಹಿಂದೀ/ ಇಂಗ್ಲೀಷಲ್ಲಿ ಮಾತ್ರ ಅರ್ಜಿ ಬರೆಯಬೇಕೆನ್ನುವ ನಿಬಂಧನೆ ಹಾಕಿದ್ದು, ಬ್ಯಾಂಕ್ ನೌಕರಿಗೆ ಅರ್ಜಿ ಹಾಕಲು ನಿಮ್ಮ ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ ಅಂಕಪಟ್ಟಿಯಲ್ಲಿ ಹಿಂದೀ ಅನ್ನೋ ವಿಷಯ ಇರಬೇಕು ಎನ್ನುವಂತಹ ಕಟ್ಟಳೆ ಹಾಕಿದ್ದು... ಇತ್ಯಾದಿಯೆಲ್ಲಾ ಇರುವುದನ್ನು ನಿಮ್ಮ ಗಮನಕ್ಕೆ ಈ ಹಿಂದೆಯೇ ತಂದಿದ್ದೆವು. ಹೀಗೆಲ್ಲಾ ಮಾಡುವ ಮೂಲಕ ನಮ್ಮ ನಾಡಿನ ಕೆಲಸಗಳನ್ನು ಹಿಂದೀ ಬಲ್ಲವರಿಗೆ ಕೊಡುವ ಕೇಂದ್ರಸರ್ಕಾರದ ಮನಸ್ಥಿತಿಯನ್ನು ತೆರೆದಿಟ್ಟಿದ್ದೆವು. ಈ ಬಾರಿ ಇದಕ್ಕಿಂತಲೂ ಒಂದು ಹೆಜ್ಜೆ ಮುಂದೆ ಸಾಗಿರುವ ಭಾರತದ ರೈಲ್ವೇ ನೇಮಕಾತಿ ಮಂಡಲಿಯ ಈ ಅರ್ಜಿಯನ್ನು ನೋಡಿ.

ಸಹೀ ಇಂಗ್ಲೀಶ್/ ಹಿಂದೀಲಿರಬೇಕಂತೆ!

ಈ ಅರ್ಜಿಯ ಕೊನೆಯಲ್ಲಿ ಹೀಗೆ ಸೂಚನೆ ಬರೆದಿದ್ದಾರೆ:

೧. ಅಭ್ಯರ್ಥಿಗಳು ತಮ್ಮ ಹೆಸರು, ತಂದೆಯ ಹೆಸರು ಮತ್ತು ಹುಟ್ಟಿದ ದಿನಾಂಕಗಳನ್ನು ಮೆಟ್ರಿಕ್ ಪರೀಕ್ಷೆಯ ಪ್ರಮಾಣಪತ್ರದಲ್ಲಿರುವಂತೆ ಬರೆಯತಕ್ಕದ್ದು.

೨. ಅಭ್ಯರ್ಥಿಯು ಅರ್ಜಿಯಲ್ಲಿ ಸೂಚಿಸಿರುವ ಎಲ್ಲೆಡೆಯಲ್ಲೂ ಒಂದೇ ಭಾಷೆಯಲ್ಲಿ ಸಹಿ ಹಾಕಬೇಕು. (ಹಿಂದೀ ಅಥವಾ ಇಂಗ್ಲೀಶಿನಲ್ಲಿ)

ಪ್ರಪಂಚದಲ್ಲಿ ಸಹಿ ಅನ್ನೋದಕ್ಕೆ ಯಾವ ಭಾಷೆಯ ಕಟ್ಟುಪಾಡೂ ಇಲ್ಲ. ಸಹಿಯನ್ನು ಯಾವ ಭಾಷೆಯಲ್ಲಿ ಮಾಡಿದರೂ ಒಪ್ಪಲಾಗುತ್ತದೆ ಎನ್ನುವುದು ಸಾಮಾನ್ಯ ರೀತಿನೀತಿ. ನಾವು ಬ್ಯಾಂಕ್ ಚೆಕ್‍ಗಳಲ್ಲಿ ನಮ್ಮ ನುಡಿಯಲ್ಲಿಯೇ ಸಹಿ ಹಾಕಬಹುದು. ಪಾಸ್‍ಪೋರ್ಟ್‍ಗಳಲ್ಲಿ ನಮ್ಮ ನುಡಿಯಲ್ಲೇ ಸಹಿ ಹಾಕಬಹುದು. ಆದರೆ ರೈಲ್ವೇ ಇಲಾಖೆಯಲ್ಲಿನ ನೇಮಕಾತಿಗಾಗಿರುವ ಈ ಅರ್ಜಿಯಲ್ಲಿ ಸಹೀನೂ ಇಂಥದ್ದೇ ಭಾಷೇಲಿ ಇರಬೇಕು ಅಂದಿದ್ದಾರಲ್ಲಾ? ಏನನ್ನಬೇಕು ಗುರೂ ಇದಕ್ಕೇ?

ಸಹಿಗೆ ಯಾವ ಭಾಷೆಯ ಕಟ್ಟೂ ಇಲ್ಲ. ಅದು ಕೇವಲ ಸಂಕೇತವಷ್ಟೇ, ಚಿತ್ರವೂ ಆಗಿರಬಹುದು. ಬಳಕೆಯ ಅನುಕೂಲಕ್ಕಾಗಿ ನುಡಿ ಬಳಸಿ ಸಹಿ ಹಾಕುವ ಅಭ್ಯಾಸವಿದೆ ಅಷ್ಟೇ. ಇಂಗ್ಲಿಷಿನಲ್ಲೇ ಸಹಿ ಹಾಕುವವರೂ "ಅರ್ಥ"ವಾಗುವಂತೆ a b c d ಬಳಸಿ ಸಹಿ ಹಾಕುತ್ತಾರೆಯೇ? ಅನೇಕ ಗೆರೆಗಳು, ಸುತ್ತು, ಗೋಜಲು, ಚುಕ್ಕೆಗಳು ಇವೆಲ್ಲಾ ಸಹಿಯ ಭಾಗವೇ! ಅಂಥಾದ್ದರಲ್ಲಿ "ಒಂದೇ ಭಾಷೆಯಲ್ಲಿ ಸಹಿ ಹಾಕಬೇಕು. (ಹಿಂದೀ ಅಥವಾ ಇಂಗ್ಲೀಶಿನಲ್ಲಿ)" ಅನ್ನೋದು ಏನಂತೆ ಅವನ ತಲೆ?!

In Japan, they use "hanko", a symbol, as signature. Each person will purchase a hanko (a symbol) and use it as signature. I too used one for some time!

My signature is in kannada. I have rejected (and they too) after hours discussions on it.(They wanted a declaration stating that I have understood the terms and conditions after getting them explained by an English knowing person!.. Which I always rejected and gave big lectures!)

recently I got one investment option at ICICI Pru and I had to fill one more form to justify sign as my sign was in kannada.
Not only here in many financial related thing if sign is other than English this problem happens.

Extremely happy to know about this blog. We should learn from Tamilians how to oppose imposition of Hindi. As I have seen in some of the Central Govt offices (I am a Central Govt. employee), the Kannadiga officers get scared with the onslaught of fellow colleagues from Hindi heartland and other non-Kannadigas and buckle to their pressure. There is one example in the office where I work. The name and designation of the Head of Department (a pakka Kannadiga) used to be in Kannada, Hindi and English, which is as per the rules. However, due to pressure from the Hindi colleagues, it was changed to Hindi, Kannada and English
