ಕಂಡ ಕಂಡಿದ್ದೆಕ್ಕೆಲ್ಲಾ ತ್ರಿಭಾಷಾ ಸೂತ್ರ ಅನ್ನೋರು ಒಸಿ ಇಲ್ನೋಡಲಿ!


ಕರ್ನಾಟಕದಲ್ಲಿ ಮೆಟ್ರೋ ಆಗಲೀ, ವಿಮಾನ ನಿಲ್ದಾಣವಾಗಲೀ, ಕೊನೆಗೆ ರಾಜ್ಯಸರ್ಕಾರದ್ದೇ ತೋಟಗಾರಿಕೆ ಇಲಾಖೆಯ ಮಳಿಗೆಯಿರಲಿ...ಎಲ್ಲೆಡೆ ನಾವು ಮೂರು ಭಾಷೆಗಳಲ್ಲಿ ಬೋರ್ಡುಗಳನ್ನು, ಘೋಷಣೆಗಳನ್ನು, ಅರ್ಜಿ ಮೊದಲಾದವುಗಳನ್ನು ಕನ್ನಡ, ಇಂಗ್ಲೀಷು ಮತ್ತು ಹಿಂದೀ ಭಾಷೆಗಳಲ್ಲಿ ಕಾಣಬಹುದು. ಇದ್ಯಾಕ್ರೀ ಎಲ್ಲಾ ಕಡೆ ಮೂರು ಭಾಷೆ ಹಾಕಿದೀರೀ? ಅಂತಂದ್ರೆ ಜನಸಾಮಾಜ್ಯರಿಂದ ಹಿಡಿದು ದೊಡ್ಡ ದೊಡ್ದ ಬುದ್ಧಿಜೀವಿಗಳು, ರಾಜಕಾರಣಿಗಳು ಹೇಳೋ ಒಂದು ಮಾತು ಅಂದ್ರೆ "ತ್ರಿಭಾಷಾ ಸೂತ್ರ" ಅನ್ನೋದು. ಈ ಮಾತುನ್ನ "ಕನ್ನಡ ಅಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರ"ದ ಮುಖ್ಯಸ್ಥರಾಗಿರೋ ಶ್ರೀ ಮುಖ್ಯಮಂತ್ರಿ ಚಂದ್ರು ಅವರೂ ಹಲವಾರು ಕಡೆ ಬಳಸಿದ್ದಾರೆ ಅಂದರೆ ಜನರೆಲ್ಲಾ "ಹೌದಪ್ಪಾ! ಈ ತ್ರಿಭಾಷಾ ಸೂತ್ರ ಅನ್ನೋದೇನೋ ನಮ್ಮನ್ನು ನಿಯಂತ್ರಿಸುತ್ತಿರೋ ಸಂವಿಧಾನದಂತಹುದು" ಅಂದುಕೊಂಡು ಹಿಂದೀ ಹೇರಿಕೆಯ ವಿರೋಧಿ ದನಿಯನ್ನು ಮೆತ್ತುಗೆ ಮಾಡ್ಕೊತಾ ಇರೋದನ್ನು ನೋಡಿದ್ದೀವೆ. ವಾಸ್ತವವಾಗಿ ಈ ತ್ರಿಭಾಷಾ ಸೂತ್ರಾ ಅಂದರೇನು? ಇದು ಎಲ್ಲೆಲ್ಲಿ ಅನ್ವಯವಾಗುತ್ತೆ? ಅನ್ನೋದನ್ನು ನಾವು ಸರಿಯಾಗಿ ಗಮನಿಸಿದರೆ ಒಂದು ವಿಷಯ ಅರ್ಥವಾಗುತ್ತದೆ.

ತ್ರಿಭಾಷಾ ಸೂತ್ರ: ೧೯೬೮ರ ನಿಲುವಳಿ

ಭಾರತದ ಸಂಸತ್ತು ೧೯೬೩ರಲ್ಲಿ ಮಾಡಿದ "ಅಫಿಶಿಯಲ್ ಲಾಂಗ್ವೇಜ್ ಆಕ್ಟ್ - ೧೯೬೩"ರಲ್ಲಿ ಹಿಂದೀ ಭಾಷೆಯನ್ನು ಒಕ್ಕೂಟದ ಏಕೈಕ ಆಡಳಿತ ಭಾಷೆ ಮಾಡಿದಾಗ ಕರ್ನಾಟಕ, ತಮಿಳುನಾಡು ಮತ್ತು ಬಂಗಾಳ ಸೇರಿದಂತೆ ಅನೇಕ ಹಿಂದೀಯೇತರ ಪ್ರದೇಶಗಳಲ್ಲಿ ಇದಕ್ಕೆ ವಿರೋಧ ತೀವ್ರ ಹೋರಾಟದ ರೂಪದಲ್ಲಿ ವ್ಯಕ್ತವಾಯಿತು. ತಮಿಳುನಾಡಿನಲ್ಲಂತೂ ಈ ಹೋರಾಟದಲ್ಲಿ ನೂರಾರು ಜನ ಸಾವಿಗೀಡಾದರು. ಭಾರತದಿಂದಲೇ ಸಿಡಿದು ಹೋಗುವ ದನಿ ಹೋರಾಟದಲ್ಲಿ ಕೇಳಿ ಬಂತು. ಆಗ ಅಂದಿನ ಪ್ರಧಾನಿ ಶ್ರೀ ಜವಾಹರ್‌ಲಾಲ್ ನೆಹರೂರವರು "ನೀವೆಲ್ಲಾ ಒಪ್ಪೋ ತನಕ ಭಾರತದ ಆಡಳಿತ ಭಾಷೆಯಾಗಿ ಇಂಗ್ಲೀಷನ್ನೂ ಮುಂದುವರೆಸುತ್ತೇವೆ" ಎಂಬ ಭರವಸೆ ಕೊಟ್ಟರು. ಇದು ಸಂಸತ್ತಿನಲ್ಲಿ ಮುಂದೆ ಪ್ರಾದೇಶಿಕ ಭಾಷೆಗಳನ್ನು ಕೇಂದ್ರಸರ್ಕಾರಿ ನೌಕರಿಯ ನೇಮಕಾತಿ ಪರೀಕ್ಷೆಗಳಲ್ಲಿ ಬಳಸುವ ಅವಕಾಶ ನೀಡುವ, ಪ್ರಾದೇಶಿಕ ಭಾಷೆಗಳನ್ನೂ ಉಳಿಸಿಕೊಳ್ಳುವ ಉದ್ದೇಶದ "ತ್ರಿಭಾಷಾ ಸೂತ್ರ"ದ ರಚನೆಗೆ ಕಾರಣವಾಯಿತು. ಅಂದರೆ ಮೂಲತಃ ತ್ರಿಭಾಷಾಸೂತ್ರವನ್ನು ಬಿಂಬಿಸಿದ್ದು "ಪ್ರಾದೇಶಿಕ ಭಾಷೆಗಳಿಗೆ ಕೇಂದ್ರದ ಆಡಳಿತದಲ್ಲಿ ಅಧಿಕೃತತೆಯನ್ನು ತಂದುಕೊಡುವ ಪ್ರಯತ್ನ" ಎಂಬುದಾಗಿ. 


THE OFFICIAL LANGUAGE RESOLUTION, 1968The following Government Resolution, as adopted by both Houses of Parliament, is hereby published for general information:-
RESOLUTION“WHEREAS  under article 343 of the Constitution, Hindi shall be the official language of the Union, and under article 351 thereof it is the duty of the Union to promote the spread of the Hindi Language and to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India;
This House resolves that a more intensive and comprehensive programme shall be prepared and implemented by the Government of India for accelerating the spread and development of Hindi and its progressive use for the various official purposes of the Union and an annual assessment report giving details of the measures taken and the progress achieved shall be laid on the Table of both Houses of Parliament and sent to all State Governments;
2. WHEREAS  the Eighth Schedule of the Constitution  specifies 14 major languages of India besides Hindi, and  it is necessary in the  interest of the educational and cultural advancement of the country that concerted measures should be taken for the full development of these languages;
The House resolves that a programme shall be prepared and implemented by the Government of India, in collaboration with the State Governments for the coordinated development of all these languages, alongside Hindi so that they grow rapidly in richness and become effective means of communicating modern knowledge;
3.WHEREAS it is necessary for promoting the sense of unity and facilitating communication between people  in different parts of the country that effective steps should be taken for implementing fully in all States  the three-language formula evolved by the Government of India in consultation with the State Government;
This House resolves that arrangements should be made in accordance with that formula for the study of a modern Indian language, preferably one of the Southern languages, apart from Hindi and English in the Hindi speaking areas and of Hindi along with the regional languages and English in the non-Hindi speaking areas;
4. AND WHEREAS it is necessary to ensure that the just claims and interest of people belonging to different parts of the country in regard to the public services of the Union are fully safeguarded:
This House resolves –(a) that compulsory knowledge of either Hindi or English shall be required at the stage of selection of candidates for recruitment to the Union services or posts except in respect of any special services or posts for which a high standard of knowledge of English alone or Hindi alone, or both, as the case may be, is considered essential for the satisfactory performance of the duties of any such service or post; and (b) that all the languages included in the Eighth Schedule to the Constitution and English shall be permitted as alternative media for the All India and higher Central Services examinations after ascertaining the views of the Union Public Service Commission on the future scheme of the examinations, the procedural aspects and the timing.

1) The three language scheme is useful for all ppl and remember Karnataka is competing with other states and maybe some foreign nations also. So our infrastructure should be at par with international standards, or atleast an attempt to be made for ensuring accessibility for all.

2) Remember to see Karnataka History which was formed out of 5 different linguistic/cultural backgrounds. So we cannot make the folly that state is united through a common language (like some neighboring states have done) and should try to integrate emotionally all of us.

3) In the end our education is for employment and our employment depends on competitiveness. So let our children learn three languages and be more competitive. Also the theory of mother tongue for easier understanding of subjects is slowly undergoing change and is being accepted as a requirement only in case of substantial tribal population based states like Jharkhand and Orissa..

1. There is no reason why 3 language should be taught only in states like karnataka. If the advantages what you have mentioned are true, why this is not practiced in other states of India like TN in south & most of north indian states. Do you mean to say they are not being benifitted?
2. Karnataka's history & Five different languages? What are you telling sir/ madam? States are not formed based on only languages, but also feasibility to run the state. We kodavas have joined karnataka to ensure that we prosper better in Karnataka. tulu spaeking areas are mostly bi-lingual & kannada speaking people are in almost equal numbers.
3. Education is for employment is generally true but is not complete. Education helps to compete, competition is about "level of knowledge" which can be better if mother tongue (parisara) is used for that purpose. Who said the theory is undergoing change? please share, if you have any such scientific studies in this regard. You are trying to float a new concept of tribal population & mother tongue education. Please justify them by some supportive research papers.

Well Priyank. Simplistically thinking you are right. But we are not at par with those economies to monopolize on any aspect in trade or export.

In any case the entire IT revolution (and call center work flow) has been ushered in because of the huge supply of English speaking, relatively cheaper workforce available. Also, if Priyank, you're in a IT job can you code in Kannada or document in Kannada and would you be able to convince your company to accept it? So just don't naively think that Kannada is sole solution for all. In any case Kannada historically and in present context is not widely spoken in several regions of Karnataka but those regions are culturally and emotionally connected to Karnataka. Should we impose Kannada on them forcibly and just have such a shallow view of Karnataka? So my case for English to stay in one word is ‘employability’.

A simple example for case study is CSAT where in the questions are asked in Hindi or English. The knowledge of Hindi really helps students to re-read questions that they cannot follow in English which the students from neighbouring states cannot. Further, Karnataka is hitting higher rates of growth and development because it is open society and can respond to competition not only from North Indians but across the globe. So, why is the view that in case we learn Hindi or for that matter any language we will forget Kannada? Any language that is artificially imposed will cause problems in Karnataka because we are much more mature society than many neighbouring states which have a shallow view of statehood and have not evolved on the concept on language.

All said and done, I would like to state that I am an ardent fan of Kannada and do follow several noted authors in Kannada. But this does not mean that I would like define Karnataka in a narrow sense of language only. I want Karnataka to be an open society and a vibrant one which can face any challenge from anywhere.

Dear N,
You mentioned that competitiveness increase through more languages learning. However, the examples I took and the subsequent question I posed went unanswered.
My argument is, competitiveness increases with knowledge of variety of things, not by learning more languages.
You are right in saying English brings employability. However, that shouldn't/doesn't prevent us from working towards bringing higher education in Kannada. English providing higher opportunities doesn't prevent us from working towards bringing more knowledge literature to Kannada. The nations I mentioned have been able to achieve higher growth by making knowledge accessible to their masses in their own language.
The questions in CSAT not being in other Indian languages is a case-study for Hindi being given higher-status in India over other languages. Ideally, the CSAT question papers should have been in other languages as well. State sponsored Imposition of Hindi on other linguistic groups of India is uncalled for in a liberal country. Let me add that, only a liberal country can achieve growth.
I agree with you that learning other languages have their own set of goods. Learning a language should be the choice of individual, state has no role to play in it. Not by making use of tax-money.
You have also mentioned about linguistic-groups of Karnataka that are not Kannada speaking. If you are saying, Kannada shouldn't be imposed on them, I agree with you. I am for a liberal state, where individual preferences are honored and state doesn't use its clout to impose its preferences on its people.

Absolute nonsense. Even in the US people study multiple languages. Check the San-Francisco public transport using multiple languages.

Recently a bunch of universities in Italy, Germany, Greece etc started providing technical education in English.

Someway 2 languages ( English and Kannada ) are enough for us Kannada people.

However, knowledge of Hindi allows Kannada people to enter the vast Hindi market. A Mysore singer has sung "Jai ho" song of "Slum dog millionaire" because he learnt Hindi.

A Kannadiga Shankar Nag made money and fame by producing serials in Hindi.

However, Hindi boards are not required in Bangalore. It is just waste of money. Any non-Kannada immigrant to Bangalore cannot survive without knowing either Kannada or English.

Learning languages must be individual's choice.

Why is the tax-payer money being used by government to teach Hindi to its' non-Hindi speaking citizens?

San-Francisco public transport has multiple languages just because they want other language speakers to be at ease while using the public transport. That is a considerate society.

However, in our case, it is pure imposition. If ours was a considerate society, Bengaluru metro would've had Urdu/Tamil instructions. That is going by the number of speakers/capable-readers in Bengaluru. Why is Hindi sitting in other languages' place?

The Detroit airport has signboards in Japanese. Thats just for the convenience of Japanese automobile businessmen traveling to Detroit. The Detroit government has not made it mandatory for all the banks to respond to Japanese customers in Japanese only!

Well.. It is not worth to oppose or reverse certain things. It is better to ignore.

We are commenting in English because it was imposed through making it the sole language of administration, education and even commerce. Before that Sanskrit was imposed (in a way).

We could not oppose because we don't/didn't have unity and power.

Given the circumstances, Hindi is statistically the language with largest number of native and secondary speakers in India. Hence it wise for Kannada people to use this vast population as market.

We can oppose what you call "Hindi imposition" in Karnataka, but Karnataka is less than 4% of India.

I oppose usage of Hindi board in Bangalore metro because it is useless and waste of money. It is more useful to have boards also in Urdu, Tamil and Telugu.

If Kannada people learn Bengali, Marathi, Telugu, Tamil etc all the languages with speaker more than Kannada, then we can exploit the speakers of that language as market.

Example: Just check the Telugu writer "Yandamuri Veerendranath" is very famous in among Kannada reader, because all of his novels are translated efficiently into Kannada by Telugu speakers.

2. "citizens learn all those multiple languages", well how many student who take Sanskrit as the first language ever learn Hindi? In Karnataka only people who take Kannada as their first language generally learn Hindi as the third language(even this is not mandatory). You have misunderstood.

3. "Bengaluru metro would've had Urdu/Tamil instructions" At last some realization. Urdu, Tami and Telugu needs representation in Bangalore. Once those language get the prominence they deserve automatically, Hindi will subside. And speaker of those languages support your "Anti-Hindi imposition" cause.

The smart move from Kannada people in this situation is to exploit the markets of Hindi, Bengali, Marathi etc instead of cribbing about the same-thing, again and again.

Whatever, whoever says Hindi is spoken by a large section of India. A lot of top Tamil politician such as Subramaniam swamy, Mani Shankar Aiyar etc etc are good speakers in Hindi.

We may not like Hindi or English. But we can exploit it as a skill and market to earn money.

Mungaru male songs are dubbed in Hindi and they are a hit. The music director earned hence.

few questions:
- How Tamilians had achieved competitiveness in most of technical/commercial aspects without giving importance to Hindi ( if you say tamilians did not, then I would say you hardly know anything about industry/competitive market)
we in Karnataka, learning Hindi from last couple of decades but i did not see many Kannadiga achieving something great due to Hindi in Hindi state. Contrary to this one can find tamilians in every hindi state without adapting Hindi in their own state (Please roam around India to know this)
- you say 3 language policy but my friends center is now started to follow two language policy... Please visit your nearest railway station/bank/post office or any other central dept and you can see tickets/application forms etc are only in HINDI and English !! So Kannadiga has to know Hindi and English to use service in His own state.
- use of English should not be at the cost of Kannada. one example: from last couple of years BMTC has started using Digital Display Board. Did you noticed that in most of the bus display boards English appears to be dominating Kannada in terms of font size/display time etc and there are many buses where there is no Kannada display atall (Info on "next stop" appears only in English)... Means Kannadiga has to compulsorily learn English even to travel in his own city!!
- There is major difference between learning a language for general use and to include it in education. Hindi (or some other language) can be learned within few days/months hence it need have to be part of educational curriculum. So teaching Hindi in schools in Karnataka is totally unnecessary.
- apart from all these we need to work towards building Kannada for higher educational/scientific/technical challenges. Not to mention,that was/is Kannada because of which we survived (with pride) from last 2000+ years of our known history... We know English hardly from last 200-300 years! Hindi, forget there is no need of it to be part of official language policy in Karnataka.

Dear friend Anonymous has listed out the advantages of learning Hindi/English.
Learning French, Italian, Spanish, Mandarin would bring their own set of advantages too. Learning another language always has advantages.
The question is not about the advantages of learning a language. The question is, should it be personal choice, or should it be forced upon people by the government?
If one believes in liberal values, answer would be, "language learning should be a personal choice".
Those who do not believe in liberal values advocate the imposition of a language on other linguistic people.

To majority of the points that you have raised, the solution is not in opposing Hindi or English.

The solution lies in more education and literacy in Karnataka. Tamil Nadu and Kerala have higher literacy rate. Hence they migrate to other region for skilled works. Whereas Kannada people are not well educated in the high percentage as Tamil Nadu or Kerala.

In Kerala, Hindi is compulsory. However, now Keralites dominate in central departments such as defense, ISRO, DRDO etc.

Tamil Nadu had a radical atheistic, lingual movement. They has had Srilankan Tamil issue to fight for.

The real reasons behind the backwardness among us Kannada people are
1. Caste system or too much importance to castes
2. Uneducated or less educated people, ignorance
3. Less number people who are well versed in English
4. Lack entrepreneurial spirit. Very sloppy culture or complacency.
5. Lack of unity.

I don't think, Hindi or English is the reason behind all the above faults.

If you wish follow Tamils, then you need a Periyar, a DMK, a party which is partial to the majority backward people. It just won't happen in a land where CMs consults astrologers.


Well.. in a Hindi is not imposed, because there were persons representing the Mysore state when the constitution was drafted. If you know the history, Jayachamarajendra Wodeyar was the first governor of Karnataka. And Sir M.V was alive when the constitution was established.!

- Learning English and learning in English medium are different. Please refer to various studies done regarding the efficient medium for instruction.

- Karnataka govt should allow people to learn more languages. Allowing is different than forcing. Govt spending money to impose a language is not similar to "allowing people to learn another language".

- No language should be imposed on other linguistic people. Holds good for Kannada too. I am advocating for stopping the imposition of another language on Kannadigas. I am not advocating for imposition of Kannada on other linguistic groups. If other linguistic communities of Karnataka feel that Kannada is being imposed on them, they have every right to oppose it. They have every right to reject the imposition.
A liberal mindset would respect every linguistic group's rights.

- Marathis adopted Devanagari script that is also used for writing Hindi. Are you trying to say that Marathis are prospering because they adopted Devanagari script?
Maharashtra has a comparatively high SDP (State-GDP) in the country. However, Maharashtra's SDP is very less compared to other countries of comparable size (both in terms of land and population) Germany for example.

I know that link. But as I told you already it is accepted by the representation from Karnataka. I am ok if the our representation changes it.

I agree that Hindi usage is unnecessary in our society. Even I hate Kannada people who are addicted to Bollywood. They are just some bunch of people with low intellect.

However, what I am saying is different. If Hindi is imposed or not, we already have certain people who know Hindi. Then the wise thing to do is to encourage them to go to Hindi states and exploit the market.

I think Hindi imposition and its opposition are waste of time. Instead look at Hindi as a pure market and exploit it.
